Recommender and Back-Up backed out last minute

Good Morning,
Just trying to see if others faced this? I had a recommender lined up for R2and a back-up aswell. My first recommender is MIA, and my 2nd feels he is not senior enough to provide one.
I do have a recommender from my current manager, but not sure ..what else to do as I need two? Should I just reach out to past co-workers? Current ones?
