Help with graphical issues.

I'm noticing some tearing and other graphical issues and was curious if there was a fix for this. I know this is a vague post, but I have included a video of one of the issues.
Along the left side, you'll see what I am talking about. Is this a refresh issue, emulation issue, or something else?
