Favorite frame of my wife spoiled by horizontal lines :(

I shot this pic of my wife in the tram at night today with my GX85 and new lumix 20mm ii. But turns out the pic has parallel lines running throughout the picture :(. Is it because of the silent shutter? F1.7, 1/60, ISO 500.
Also is it natural to get photos with smudged lights on winter nights? Even with the new lens (I haven’t had much of autofocus issues though surprisingly) the 20mm also gives me lot of smudged street or Christmas lights as I went about going crazy at a Christmas market at Helsinki.
