Preventing flares 12-32 f3.5-5.6 GX85

I went out attempting a few night clicks. This shot was clicked with f3.5 1/13 and ISO1250. I did click a few other pics too. I noticed I get these flares around the lights. How could I avoid this? Should I raise the ISO further ? I tried avoiding that to reduce the noise. I am also concerned if there is any moisture in the lens as the new apartment I moved in has high humidity issues.
