I don't think Luz is dense or doesn't understand, and amity isn't constantly trying to tell Luz, nor would she do it in a flashy way. Amity is specificy nervous as we all know from the tomato memes. But we must consider that Amity is trying to privately tell Luz because she is nervous about her parents. I think in season two it is more likely that Luz would find out she has similar feelings and tell Amity and Amity would have to say no over fear of her parents.
