Store Inventory vs Web Inventory. Who does what?

I can't even begin to count the times I've wanted to order on the web for pickup and see a message about the item being out of stock, only to go to the store and find a quantity of them/it. Or the opposite, find and order an item, then get a cancellation or get to the store and be told they don't have it.
Who manages that? The store, or some remote entity?
