Playing through for the first time in a year, quick query please

I'm a 500 hourer, so I mostly know what I'm doing, but last play through something happened and I'm not sure how I triggered it.
Basically I never got the Us Cracks story line. I hung out with Kerry for a bit, but it never came to be. Did I make some bad dialogue choice at some point? Was it a bug?
