Do Green Left Turn Arrows Mean 'Something Else' in Other States?

I don’t know what it is about out-of-state drivers. This morning … I was behind a bus and a car with Nevada plates going to work. We got a Green Left Turn Arrow (Franklin heading west, at Argyle). The bus went. The damn Nevada car just SAT there!! I honked and honked and she didn’t move. She eventually goes. Then she has the gall to yell at me.

Do Green Left Turn Arrows mean “something else” in other states?!?

I've previously had this happen at Hollywood and Vine. Car from somewhere in the Midwest. These people cussed me out and flipped me off.
