Booster missing foil card?

I had to stop by the store after work today, and while I was there I picked up a couple of Shimmering Skies sleeved boosters. One of the packs was missing the foil card, and only had 11 cards in total. I checked everywhere around me in case I maybe dropped it, but it’s nowhere to be found. Has anyone ever run into this before?

I just got into Lorcana around the holidays, and I’m loving it so far. I’ve opened hundreds of packs from other TCGs, and I’ve never had this happen before. It didn’t seem like the pack had been tampered with at all.
