Need some inspiration or input for a recently freed undead emperor (not a main antagonist)

I run a rather sandboxy world, but the players have just freed an undead emperor from his prison in a tomb. They were looking for a crown that was stolen by the emperor's courtmage, a lich, just before the empire crumbled. This took place centuries ago, and the emperor has been allowed to leave.

He is quite strong martially, has regenerative abilities and a small assortment of magical tricks (some spells, summons shadows), but I'm a bit dumbfounded on how he would act in a world that has forgotten him and follows smaller kings. He seeks to find the crown and reestablish his empire.
