Can’t find this beat

I’m pretty much resigned to never find this beat because I don’t have enough info to price it together. But I first heard it 2016-17 and it has rain in the background, I know its “something” II. My mind defaults to using works like skyline or cityscape but that’s yet to ever work. I found it once on YouTube and the thumbnail is a city skyline with some clouds and orange tint like the sun is setting.
