Is it possible to remove a shadowban?

Google shadow banned my account, I noticed it after a few weeks when I started getting no views. I contacted them on the appeal form and they told me nothing is wrong but it still is the same. How can I truly get the account fixed? Or do they normally do this and just keep saying lies to you and keeping it banned? How do I talk to someone with Google who can fix it?
