Lore: A Piltovan infiltration specialist hired by the Black Rose, he has a boisterous personality and deadly aim. His specialized hexcannon allows him to lay down the fire no matter the situation, while his trusty grappling hook gives him the in(or out) he needs to succeed.

[P]Tri-Barrel Hexcannon - Fire basic attacks in a 3-round burst, with each shot dealing 43.33% AD (130% AD Total). On-hit effects have a 33.33% effectiveness. Weapon has 12 ammo, using three per basic attack. Reloading takes 3 seconds, reducing with attack speed. (If you can shoot 1.5 times a second, you take 1.5 seconds to reload. If you can shoot 2.5 times a second, you take 0.5 seconds to reload.)

[Q]Squeeze, Don't Pull - Over 0.5 seconds fire a fairly long range shot in a line that deals physical damage to the first enemy hit, then fire a shorter range, smaller shot for every piece of ammo remaining, consuming them and dealing less damage per smaller shot, with subsequent hits on the same target reduced. Then reload your weapon.

[W]Swoop In/Quick Getaway - Fire your grappling hook either in front of or behind you. If fired in front of you, you swing forward in a line, landing with a flourish that knocks enemies away from the landing point. If fired behind you, it flies a significant distance, hooking onto terrain or an enemy that is hit, rooting an enemy for the travel time plus a bit more. This ability resets on takedown.

[E]Covering Fire - Spray six linear shots in a tight cone, slowing and dealing on-hit damage to the first enemy hit by each shot. An enemy cannot take damage from multiple shots, but the slow is increased slightly with each shot after the first.

[R]Ring Around the Rosie - Fire your grappling hook then run in an arc, being lifted into the air after a short period as you swing around unstoppably in a large circle. You can basic attack while running and swinging, and you gain increased attack speed and attack range while swinging. You land where you started swinging, at the end if the arc you ran.

Edit 1: adjusted E to not use ammo. Added slight knockback to tap-cast W and a root to hold-cast W.

Edit 2: Moved the reset to the W. Changed Q to have reduced cooldown but no reset on optimal use, plus movement speed to enhance positioning power a bit.

Edit 3: Changed casting parameters for W, effects essentially the same. Clarifications for the R. Overhaul on the Q to make it less of a kill-button.

Edit 4: Zeroing in on an effective Q. Removed usage of Q from grappling hook abilities.
