Question about Ramps

Why is the top-facing ramp 2 squares in length compared to the other ramps?

The time to climb/scale it seems to be the same (workers walk slower when walking up/down the shorter ramp), but shouldn't it just be 3 squares?

EDIT: Also, when I make a 2nd story cliff, it distorts the cursor. In my picture, my cursor is highlighting two halves of two different squares.

However, if I make a 3rd story, the problem corrects itself. weird.
