Is rare gear still better than elite or boss gear for pve?

I think I messed up. I got a rare gear and I don't do pvp much so I just used it for combine. But how is it better than normal gear if I like doing pve more? And what grade to combine for rare chance? Can I just do c c? Thanks for answering newb questions.
