I agree that LW is more 'passive' than Ana or Kiriko, but I don't see how that is unhealthy for the game. Every OW match (except stomps) is a back and forth of players trying to go for a big play. Your team will try to do those and the enemy team will try to do those.
Why is it unhealthy for the game having a hero dedicated to mitigating those big plays that will eventually come from the enemy team?
IMO denying a Grav or Nanoblade as LW is just as much meaningful and teamfight-winning as landing a big nade that can be used more proactively. Yes, you're "waiting" for the enemy team doing that move in the first place and then reacting to it, but why is that bad? Anticipating enemy plays and denying them is just as important in the game as doing plays yourself.
Plus, as you said, you should dish out damage all the time as LW. I consistently have 3-6k damage per 10Minutes and force a lot of Anas out of their position by pressuring them with thorns, thus denying the tank any heals. Not that much neutral waiting time for me
