Why can't anyone make a comfortable pair of thigh high boots?

I have fussy feet that limits me to a heel height of 3.5" (: What I am looking for is a pair of thigh high (24" shaft or more in height) with a heel of no more than 3.5". My favorite pair was a Rampage Brooklyn pair of boots but I've had zero luck finding a replacement. I've ordered two different pairs from various sellers and had to send both of them back.

If anyone has any help out there, I would love a recommendation for a boot and source. I am looking for a size 9 - 10

I have a number of outfits that just call for boots and just disappointed in what I've been able to find.
