Hello, I like getting library cards from California libraries. I am a California resident. Most libraries I go to allow me to get a library card for free as long as I can prove I'm a resident of California (I use my driver's licence). For the San Leandro Public Library, I was not able to get a free card because I don't contribute to San Leandro (I don't live or work there). I've never seen a public library charge for membership. I'm wondering if California public libraries can charge for membership. Thank you.
