Was anyone else confused when Gen Mark Milley said we had the chance to kill Osana bin Laden early on in Afghanistan and didn't?

I am driving home today, listeningbto NPR, and Gem Milley interview was on. They did an excellent job of trying to hold his feet to the fire about not really doing a serious accounting of the Afghanistan War. But he casually brought up a mistake was that they had to take out Osama bin Laden early on, apparently during W'd administration. It was the first time I had heard of it. Am I the only one? I am not here to finger point about this. I will certainly scream about how we went in with inadequate troops, with poor weaponry and horrible body armour, but did we honestly have a chance to get bin Laden and say no? Why? Did it have something to do with invading Iraq? Military experts, please help?

I recently finished Where Men Win Glory: The Odyssey of Pat Tillman by Jon Krakauer. Although it did focus on Tillman's story, the author also gives some great history and background of the war in general. He discusses details around this early opportunity to kill bin Laden as well.
