Noxian Guillotine is way too high value.

It's a single card that has value at 3, 6, 9 and 12 cost. early on it's an easy to proc kill card, later on it basically is massive value.
Shouldn't there be an offset to the value of the card, or maybe ramp up the cost? 3/4/5 instead of 3/3/3?
Noxian Guillotine comeback factor just seems way too high.
