When is the gameplay speed modifier (i.e, x2, x4) going to be added?

A week ago, I've seen a post here of the gameplay speed being adjustable to be faster, albeit it is still on beta. Reinstalled Runeterra just now and realized that the beta is the whole game version itself, as I'm not seeing it on the video settings.
So... when will it come? Did the devs say anything on when will it be released? On November 9th for the Arcane update?
