Anniversary event or Lu Yu ? What to get ?

I have around 9000 ingots . I don’t know if I should buy from Anniversary event or I should buy Lu Yu who is after the anniversary event (according to last year it’s in April after event).

For the anniversary event I got the land decoration with authority .

I had plans to buy - the Scarlet dress , the other land decoration, one scenery . Also recently got to know that we have more/other rewards for the grand ceremony. So obviously I don’t have enough ingots.

I have Yu Qing and Yunyao from last year’s anniversary.

Also is the Part one games easier and I should try to get points from that or second part ?
