I've been renting my current flat for just over 2 years and in that time, I've been affected by an intermittent leak in the bathroom ceiling. It has leaked a minimum of 10 times during this period, one of which was a full-on pouring of water which flooded my bathroom. Unfortunately the leak is also positioned directly above the bathroom light, making it dangerous to use the light whenever it happens and in the aftermath. In the past it has filled the light fixture with water.
After the third or fourth occasion of this happening, I started informing my landlord and reporting it to them as a repair, so there is a digital log of repair requests surrounding the issue. Unfortunately my landlord informed me that the flat above is privately owned and is therefore not under the same jurisdiction as my property. This meant that all the landlord could do was give me their word that they would contact the neighbours and request they fix the problem.
On the occasion that the water was pouring down, I filmed it and knocked on the neighbour's door, informing them of just how many times it had been leaking over the years and showing them the video, to reiterate how serious this was. They mentioned the previous tenant of my flat also experienced similar issues. They suggested I contact my landlord to get it sorted and took no responsibility for it themselves.
I typed up a polite, civil and formal letter to them appealing for their assistance in the matter and posted it through their letterbox. I received no response whatsoever.
Surely there must be some law that protects me, my rental property and belongings from the gross negligence being displayed by my neighbour? What can I do to force them to take action and fix this damn leak?
