Neighbours using bins to block a public parking space on the road

I live on a main road and parking is fairly scarce, 2 of my neighbours up the road use their council bins to block spots for them to use, they can be there all day and then they will move them when they get home.

I want to know before I email the council about it, can they get away with it? I have moved the bin my self before as other drivers and my self needed a spot and this was the only available space close by. They just come out and put it back shortly after. I have politely made them aware it is a public road and they shouldn't be blocking the space but they don't seem to care.

This is is Worcester if that matters.
