workplace kept at freezing temperatures, is it legal?

My friend works in a large chain kind of shop that I won't name. When I came into the store I noticed the shop floor was absolutely freezing. I asked the staff why the doors don't close and they informed me they are not allowed to close the doors as its "uninviting to customers".

There's no heater blowing hot air above the door to keep out the elements ao the shop is as cold as it it outside.

My question is is the company violating any laws or workplace safety guidelines. I was there for an hour and I was freezing surely it can't be allowed to have a shop be that temperature.
