Council parking ticket whilst partner was in labour ( Scotland)

Wife was going into labour , had to park at the side of the street (double yellows) as there was no parking available within the hospital. Came back a few moments later and I had been given a ticket from Glasgow council.
I know a private company you can pretty much ignore. But is there any grounds on which I can fight this considering it was exceptional circumstances?
