Removing an agressive teenager

Hi I am posting on behalf of a friend. She knows I am posting this.

My friend has a 15 year old son and a 3 year old with special needs.

The 15 year old has become increasingly aggressive to her and has repeatedly smashed the home up. He has attacked and assaulted her in front of the 3 year old.

The police have been out and arrested the teenage son. But keep bringing him back to his mother each time. She has reach a point where she no longer wants him there and is absolutely terrified of her son. The 15 year old refuses to go back to his father's address as in his own word I'm the boss here.

Social services are refusing to assist my friend saying that her son remains her responsibility and if he is not allowed back into the property anything that happens to him is on her. They are not interested in the risk he poses to her and insist that it is safe for the 3 year old to be in the home with this going on.

What are her rights to have a 6 foot 2 17 stone agressive 15 year old removed for hers and her 3 year olds safety.
