Which regulations take precedence

Open accessories land regulations say dogs must be on a lead between 1st March and 31st July. However public Rights of way regulations have no requirements for dogs to be on a lead. So if a dog remains on a public right of way, across open access land between those dates do they legally have to be on a lead or not? Obviously if they leave the public right of way to explore the open access lane I understand the lead regulations apply
