Does discharge without conviction counts as a conviction or no?

Hey guys, I wanna ask whether or not does a discharge without conviction counts as not having a conviction. Reason for asking this is because I am applying for permanent residency as I am unsure whether or not I have to disclose to INZ when filling out the form.
