Reality behind a fantasy: Can I live in the U.S.A and keep my Dutch citizenship?

It's the end of December. Here in The Netherlands where I'm born and raised, for a lot of families it's a tradition to buy a "End-Of-Year lottery ticket". It's a national lottery with a €30million (tax free) jackpot that falls at midnight on NYE. I have this dream that if I win, I want to live in both The Netherlands, and in the U.S.A, more specifically Texas. I would love to buy a house with a plot of land in Texas, mainly to live there during the winter months since the weather is much nicer there than here in NL. But I would also like to set-up or have a contractor build a large music studio / band rehearsal space. Ideally I'd live somewhere inbetween Austin & Houston so I can more easily find fellow musicians to work with and start projects with. But I also still wanna live and own a house in The Netherlands, where I can visit my family & friends and go to my favourite music festivals. But how would this work legally? Can I buy property in Texas and come and go whenever I want? Would I need a tourist or work visa? Since I'm not looking for employment, does that complicate things? If I buy property in Texas, but I'm not a U.S. citizen, can I even have a car registered to my name in the U.S.? How would this work and is it even possible?
