The previous ferryman’s system, while subject to corruption, was very good in my opinion. It meant the worst of society had to spend who knows how long helping others reach peace before they could. Almost like a redemption, perhaps grow some empathy.

My favourite implication here is that Klaus at the very least spent some time helping others. He already spent years with a dagger of pain in his chest, which to me acted as a punishment for most of his crimes and sort of washing of his sins. He’s still quite guilty but at least not deserving of punishment any longer. An arc of Klaus helping others would have been the cherry on top.
