Can I use this type of leather to make chaps?

I'd be using this and veg tan. Could it work? What needs to be done to the leather if do?

Yes, these hair on mass produced cowhides are chrome tanned. Some are better than others; do a tear test. Also know that short hair is mostly hollow and will wear off quickly with any sort of friction (chap folds, where it wraps around your leg and rubs against your stirrup leathers etc) - aside from those little nuances, go for it. Hair on chaps look neat.
