Source for better rivets that don't pop apart in use?

Hi all, I am currently making very simple leather dog collars that I sell in my online shop. I've been using 6/7 weight veg-tan leather strips and double-cap rivets, size 7.9mm posts and 6mm caps. I'm using the correct size anvil and setter for these rivets.

The rivets are popping apart when my customers use them, resulting in warranty work that I shouldn't have to be doing. I'm starting to wonder if I'm buying cheap quality rivets or if it's the double-cap style. For work like this, what type of rivets should I be using, and where do you buy them from?
