So I've been messing around with Twisted Fate in the adc role and I think it's mad fun but this is a role for normals only. He is maybe slightly higher or equal to Urgot in effectiveness.

So after a number of experimentation, I found that this is my go to build.

Essence Reaver, LW, Youmuu's Ghostblade, Greaves, Zephyr, and BT last (Obviously substitute GA if you need it)

In lane he is difficult to play while being bullied. So a sustain support helps immensely. Or someone who can chain cc with his yellow card.

Preferred ability order, E->W->E->E->Q, then max E, W, R and Q last.

Use a standard caster ADC masteries, and adc runes. Basically never use Q, it's a waste of mana during laning IMO.

Point of the build is to maximize CDR to throw out stuns while aaing when you can. He can become a force while dueling late as you can stun aa and kite for awhile, and possibly get another stun in while nearing 40% cdr.

Also furor boots help a lot in kiting and re-positioning during teamfights.

Lastly while Triforce seems like it would be perfect I find that the build works better with high AD instead of the burst of Triforce. Although it's still good, like how it's good on Lucian.
