Banner of Command on support Annie?

Why aren't people using Banner of Command on support Annie? With Talisman, it gives you 40% CDR, a bunch of AP, a good pushing active, and makes Tibbers a bit more effective. It feels like a fantastic second item on Annie, but I haven't seen anybody building it.
