Absolute horseshit. The California State Bar is a hateful, worthless organization, and the separate, completely unnecessary court system for attorney discipline exists solely to convince basic bureaucrats that they're part of some super special important public mission.
The only thing I've seen them do recently is ask us for more money, and make damn sure that my MCLEs include such vital topics as "civility in litigating cases" and "elimination of implicit bias." They're also great at creating a bunch of busy work for attorneys that doesn't actually do anything to increase public safety -- all the new trust account certification rules for attorneys who don't actually administer trust accounts comes to mind. Their proposed rules affirmatively requiring attorneys to snitch each other out to the bar are another pristine example.
In a better world, that organization would be half as large, and about 25% as powerful.
