Is this identity fraud?

Idk who dis this but back in 2021 (I couldn't open a credit card since I didn't have credit at all.) I seen a account history around this time and someone opened a credit card 2500 in my name. Idk who would have done that. I suspect maybe my mom since she did that to my dad. But I don't want to point fingers. Idk if this constitutes as against the law or not. I know what is said doesn't term a client layer confidential contract. This is general advice question
