Question about a Yamaha AC-3 RF Demodulator APD-1

So I recently came into owning a AC-3 RF demodulator, but I have no way of testing it. My question is that when I plug it in to a power outlet and press the on button, the Demodulate LED button doesn’t light up. Is that normal? I assume it only does that when I have everything hooked up, but I want to make sure. Thanks again guys
