Windscreen panel seal

Hi guys, the other day while it was raining fairly hard, I noticed a fait bit of water in the drivers footwell. No real surprise but I think it was coming in from the windscreen panel seal, I've already eliminated the door & front dash vent seals. I'm talking about the seal that runs between the windscreen panel and the bulkhead where the windscreen can fold flat on the 'A' pillar hinges, not the windscreen rubbers (i know mine are shot and I'm replacing them when I do the windscreen, which is delaminated along the bottom edge)

Is this an easy-ish fix or a pain in the backside? Or should I just go for a silicone style sealant to reseal from the outside?
