[Landlord - US - NC] How can a landlord help make a drug-infested neighborhood safer for their tenants?

I just signed on to be a property manager for someone that purchased a new rental. The rental is an a C class neighborhood which I actually have a few years of experience with as I also own a rental in a low-income neighborhood with lots of drug activity.

However, the owner is freaking out at all the drug activity they see when they come by to maintain the property. He's worried his future tenants won't feel safe. He understands that it's not my job to single-handedly change the crime rate of an entire subdivision but I told him I would at least help him brainstorm solutions.

To start, I told him this has to be a collective effort: reaching out to other owners in the subdivision and starting a landlord's association should be the first step.

Has anyone else dealt with trying to drive crime out of their own rental neighborhoods? How do you handle it? Or at least try to?
