TLDR: Lodger with no written lease hasn't paid, has committed HOA violations, stopped showing up at all 7 days ago, and then stole my car. Can I follow RCW 59.18.310 by changing the locks, putting his stuff in storage, and posting & mailing the appropriate notices? This makes it so I can have him and his belongings off my property immediately, though I have to store his stuff for 45 days (can be offsite). Due to the details below, however, it's complicated. There may be better way to go about this that you know of.

A friend (ex-friend now) wanted to rent the second room in the condo I own and live in. He desperately needed housing to get away from a terrible ex-girlfriend, so I let him move in right away despite not having a formal lease in place yet. I told the HOA that he was going to move in, and they provided an extra set of keys. I stupidly gave him the keys before solidifying a lease. He was making enough money to pay the rent amount I offered, but then he lost his job right after he moved in (I actually know these things for a fact, as I know the workplace pretty well). So I also stupidly said I'd give him some extra time during the first month to pay the verbally agreed upon rent for the first month. He moved in mid-January, and I gave him until mid-February to pay the prorated January and full February rent. I put together a lease agreement and told him I wanted to go over it with him and have it signed asap. The following issues presented themselves in quick succession:
1) Still no lease: he kept dodging me when I brought up the lease and the money. We still to this day do not have a signed lease (explained later).
2) HOA violations: Despite reminders to comply, he continuously committed HOA violations while he was still around.
3) Dodging communication: Early/mid-February he started being out of the condo the majority of the time, including many nights. He had been to many interviews so I thought he started working a lot, and possibly staying at girls' places overnight (he's know to be a bit of a player). Claimed to have a shitty phone as an excuse for not answering most of my calls and texts. When he was home, he was engaged the vast majority of the time (on the phone, shower, sleep, or hurrying on his way out), giving me little way to talk to him about all of the above issues.
3) Abandonment: He stopped showing up at all about 7 days ago, stopped replying to any attempts at communication 6 days ago. It's not a typical or clear case of abandonment, which is a concern in going with RCW 59.18.310.
4) Stole my car: 5 days ago he stole my car keys and my car. I filed a police report, including CCTV footage (provided by HOA) of him driving it away. Big catch here - Per Seattle Police Department policy, they don't enter a car as stolen if you know the person who has it. This includes even an acquaintance. I have to mail a certified letter requesting it's return and wait 17 days before they consider it stolen (which I will be mailing today). So as of right now, I can't include this in regard to kicking him out.
