I've been trying to set up my direct debit for over 2 months, any advice?

It's really ridiculous. I had to cancel my direct debit for my membership as I was switching banks and I rang to set it up over the phone on the new account, but that didn't go through for some reason. I tried to set it up online, but that did nothing. I tried emailing two weeks ago and heard nothing back and every time I've called for the past two weeks nobody has been able to answer the phone because everyone is apparently in training. What on Earth is going on and how can I ensure I don't fall any further behind on my dues (through no fault of my own).
