Is this burn in?

Watched a video with someone with a yellow shirt on and noticed it first. It's really visible on green, but on normal tv watching it isn't. Up close some elements look like dirt spots under the screen, it's a CX65. We never watch static content, so that can't be the problem. Can I fix it?
