Why is Google Wallet required for Play Store carrier billing?

I purchased a digital subscription and opted for carrier billing. I now have a $0.00 authorization on my Wallet balance. Is this because Google uses Wallet to fund subscriptions/purchases if your carrier denies them? I'd hate to think I was billing my carrier and then Wallet swipes one of my credit cards or tries to withdraw money from my checking account without me knowing.
