Looking for advice on vehicle purchase from a GCC country

Is there any possible way for myself, an American expat who has his civil ID/ Kuwait DL, to get plates for a vehicle purchased outside of Kuwait, but within the GCC?
I can’t find this specific car here in Kuwait, but I’ve been able to find over a dozen of it in UAE. Getting it here isn’t an issue, neither is paying cash for it. But I can’t find any information online about (for example) buying a car in the UAE or KSA, transporting it to kuwait, and if I can register/get Kuwait plates)
