Excessive Noise from Neighbors

Just wondering if anyone has ever dealt with Bylaw regarding this. I have owned my house for 6 years (townhouse) and never had an issue with my adjoining neighbors or anyone in the neighborhood. Over the past 6 months we've had what we believe are two different families living next door. Both families have a large number of younger kids who appear to have little to no adult supervision (running around the neighborhood constantly, disruptive and noisy, going between houses, blocking local traffic, etc). The main issue for us though is the ridiculous amount of noise thru the walls particularly in the late evening going sometimes into the wee hours of the morning (screaming, yelling, stomping, banging). Been a few occasions where I've banged on the wall and the noise has sometimes stopped and several of the neighbors have complained to the Condo Board. Tonight the kids were screaming (and I mean screaming) bloody murder and my partner finally went over and confronted the parent and we now have silence (which leads me to believe they simply allow this behavior to happen). Anyways had anyone been in a similar situation and involved Bylaw?
