New Halloween Artifact Discussion

Now that the 2nd part of Halloween is up, there are two new artifact and we can get at least one of em from claiming halloween coin. Let's discuss it's usage and usefulness:

Happy Pumpkin Head: Every 7 secs increase heal rate by 2% and heals HP by 100/120/140/170/210/250% of ATK. Heal rate increase stacked up to 15 times and cannot be removed.
Surprised Pumpkin Head: Inflicted by CC recovers you 12% mana and ASPD by 200/240/290/350/420/500 for 5 secs. Has inner cooldown of 30 secs.

I am having a hard time thinking where the 2nd artifact will be useful.. maybe ToC 66: Ancient Golem? but Anette solves the problem. The first artifact could be good for Maviel or Obrigard but it doesnt make sense since it only applied to one character and the rest of party will still have minus recovery. ....maybe useful also for Wall Deck PVP? ..... *shivers
