Is Leonhardt better than I thought?

I did arena play a bit and found 3 teams in a row with an entire line of 3 Leons and a back row of ranged attackers (usually Aramis or Zupitere). I never really paid much attention to him and haven't brought him past level 4 due to feeling like he is underwhelming at best. Shelda and Daniel have been better front line tanks for me for months. Leon is also put at S tier for many people and I was confused by it.

I just got Hela and Aramis has always been my favorite unit, so should I start planning to just tank Leon with a line of them for Orcs onward?
