I’ll start, I don’t care for Shego’s character, villain wise Monkey Fist was always my favorite and Ron was my favorite character over all. I also could never really get into the Kim x Ron romance either.
The show is simply inconsistent wrt the honor code that the villains have. Some episodes, they do genuinely seem to have morals and boundaries regarding how far they're willing to go. Other episodes, they seem to throw everything out the window. Maybe that's more realistic though, given that real people tend to find their morals are more flexible than they want to admit
Would be reasonable to conclude that Shego's character is written inconsistently, since her morals, values, and inclinations can sometimes seem to change from episode to episode. One could also interpret this as genuine changes or at least some evidence of internal conflict within her character. Think about it, even normal people often change even over short periods of time and Shego is not a normal person

I like the idea of them developing a friendship or respect for one another, kind of like we saw in the Miss Go arc. But yea, a romantic relationship would be bad. Kim clearly belongs with Ron
