Anyone know how to find sparring partners?

I am stationed in Germany, away from any schools that have people to train with, and I need to find someone to spar or train with. The person that held pads for me before hurt himself, and does not hold the pads to block kicks at all when I kick. I do not want to hurt him more, and I want learn. Thus, I need to find someone else. Suggestions?
